County Administrative Office
Mission:
To provide effective leadership, management, and coordination of County
services and employees to realize the goals of the organization, fulfill State
mandates, and carry out the vision of the San Benito County Board of
Supervisors.
Program Description:
The County Administrative Office operates much like an executive office in
a corporation, overseeing the broad requirements of the organization, with the
County Administrative Officer as the Chief Executive Officer.
At the County of San Benito, the County Administrative Office also includes
responsibility for:
- Clerk of the Board.
- Substance Abuse Treatment Program.
- Adminstering contracts for fire protection and veterans services with
the California Department of Forestry and Monterey County, respectively.
- Directing Emergency Services during a major natural or man-made disaster
or emergency.
The County Administrative Officer is appointed by, serves at the pleasure of,
and is responsible to the San Benito County Board of Supervisors for the
execution of the Board's decisions and to coordinate the work of all County
departments. The County Administrative Officer attends all meetings of the
Board. The County Administrative Officer may speak to matters under
discussion and provide professional advice and recommendations to the Board.
The County Administrative Officer originates written reports to the Board,
reviews all other staff reports, and directs the preparation of the Board's
meeting agendas.
On a daily basis, the County Administrative Officer provides business advice
to the Board of Supervisors and acts as its representative in negotiations
with labor unions, other government organizations, businesses, and property
owners.
Following the policies and directions set by the Board of Supervisors, the
County Administrative Officer oversees the work of all departments with
appointed department heads to achieve the desired results. When necessary,
the County Administrative Officer will develop policies and procedures that
have County-wide application.
The County Administrative Officer also coordinates the preparation of the
Proposed
Budget for presentation to the Board by June 30th of each year. The
Proposed Budget must be balanced, with estimated
revenues offsetting proposed expenditures. During the year, the CAO monitors revenues and expenditures
to ensure that budget targets are being met and exercises discretion over
budget administration.
The County Administrative Officer is the most senior appointed officer in the
county organizational structure.
